SIC was built around a simple idea: the best consulting combines strong strategy with the experience, practical problem-solving, and collaboration it takes to move complex work forward. SIC was founded by two longtime collaborators who spent more than seven years working together before forming SIC. Our principals bring complementary backgrounds in project development, funding strategy, grants management, compliance, and organizational operations, along with extensive experience working with Tribal and rural organizations in Alaska and clients nationwide.
Built from the inside out
Our principals led grants and program development within large Tribal health organizations, with hands-on experience developing complex projects for rural and remote Alaska communities — writing proposals, managing multimillion-dollar portfolios, and building the internal systems that keep funded programs running.
After more than seven years of collaboration across two established practices, our principals merged into one integrated, women-owned firm. For clients, that means continuity with expanded capacity: the same trusted people, now with a deeper bench and a wider range of services.

Meet the team
Together, our principals bring nearly two decades of combined experience, more than $334 million in successful funding, and 175+ grant applications developed. That combined experience is what every client engagement starts with.
Alyssa Krosbakken is a Principal at Strategic Impact Consulting with eight years of experience spanning project development, funding strategy, research and analysis, and strategic planning. She began her grants career at the Alaska Native Tribal Health Consortium (ANTHC), where she advanced from Grant Writer to Program Manager for Grants Planning and Development, supporting complex health, infrastructure, research, and community initiatives.
Alyssa later founded Impact Grant Development, expanding her consulting work beyond funding development to include community and organizational assessments, market and industry research, feasibility analysis, case study development, quantitative and qualitative data evaluation, and technical and strategic report development. She now brings that experience to SIC, where she leads and supports engagements ranging from strategic planning and complex project development to research, funding strategy, and grant management.
Her experience spans sectors including health, infrastructure, energy, transportation, environment, economic development, and research. Alyssa is especially drawn to work where community and stakeholder input meaningfully shapes the outcome. She focuses on translating research, data, and diverse perspectives into practical recommendations and well-developed projects that reflect real-world conditions, organizational capacity, and what can actually be implemented successfully.
Keli Skokan is a Principal at Strategic Impact Consulting and an experienced Tribal funding strategist specializing in project development, grant strategy, compliance, and implementation. Prior to consulting, Keli served as Grants Director at the Alaska Native Tribal Health Consortium, where she led the Grants Planning and Development Department and directed the grant-funded work for the Center for Environmentally Threatened Communities. In that role, Keli led funding strategy, competitive grant development, and grant management, working alongside program leadership who partnered directly with communities to collect data, develop strategic priorities, and advance projects to funding readiness. This collaborative model helped translate community-identified needs into competitive, fundable projects.
Keli also served as Grants Director at the Kodiak Area Native Association, where she led organization-wide grant strategy and strengthened systems for grant administration, compliance, internal controls, monitoring, and reporting across a diverse funding portfolio. Her experience supporting clients throughout Alaska spans transportation and infrastructure, health and social services, climate resilience, emergency management, energy, and community development. Today, she brings that portfolio-scale experience to SIC, helping clients develop fundable projects, build strategic funding pipelines, secure competitive awards, and manage funding from strategy through implementation and post-award compliance.
Keli is committed to helping communities translate identified needs and long-term priorities into well-developed, fundable projects that create meaningful and lasting impact. She is particularly motivated by initiatives that strengthen infrastructure, expand access to essential services, increase community resilience, and bring critical resources to rural Alaska communities.
